Rebuild and Upgrade

I know it hasn't been all that long, but it turns out I need to do a server rebild. I will take the opportunity to also bring the forums up to date with the latest vBulletin, which should remove some of the Jank we're experiencing now.

I'll put out a call to anyone here that might have some artistic talent. If you want to contribute banners or other cool things for use with the forums, get in touch.
